There are two legitimate ways. In the free WhatsApp Business app you can use broadcast lists, but only contacts who saved your number receive them. For real volume you need the WhatsApp Business Platform (API): send Meta approved message templates only to customers who agreed to receive them, within your messaging limit, and pay Meta per marketing message. Sending to people who did not opt in, or using unofficial bulk tools, is the fastest way to get your number blocked.
The two legitimate ways
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Who receives it | Only contacts who saved your number | Customers who opted in to your messages |
| Message format | Free text | Templates approved by Meta, with buttons and personal details |
| Volume | Small lists | Grows with your messaging limit and quality |
| Cost | Free | Per delivered marketing message, by country |
| Replies | Arrive in the app | Can be answered by an AI bot and your team |
How not to get blocked
- Opt in first. Ask customers clearly whether they want to receive messages, and keep a record.
- Relevant content. Offers and updates that fit what the customer asked for, not daily spam.
- Easy opt out. A clear way to stop the messages, and you respect it.
- Quality matters. If many people block or report you, Meta lowers your quality rating and your limit.
- No unofficial tools. Bulk senders that run on a regular WhatsApp account break WhatsApp’s terms and often end with a banned number.
Messaging limits in short
On the WhatsApp Business Platform, messages you start outside the 24 hour customer service window are limited by the number of unique customers per 24 hours. Meta sets the limit for the whole business portfolio. New accounts start low, and the limit grows when you send good quality messages and use your current limit. Meta may also limit how many marketing messages one person receives, so not every message is delivered.

Common questions
How many people can I send to at once?
In the app, broadcast lists are small and reach only contacts who saved your number. On the platform it depends on your messaging limit, which grows with quality and use.
Do I pay for every message?
On the platform Meta charges per delivered marketing message, by country. Replies to customers inside the 24 hour service window are free.
Can I import my whole contact list?
You can message only people who agreed to hear from you. Sending to everyone without consent risks blocks and breaks privacy laws in many countries.
